After presenting the report in which they highlight that there was no fraud, the Brazilian Ministry of Defense published again the parallel scrutiny of the presidential elections carried out by the Armed Forces at the request of Jair Bolsonaro.

Defense explains in a thread on Twitter that “the Ministry of Defense clarifies that the accurate work, although not indicated, did not exclude the possibility of the existence of fraud or inconsistency in the electronic voting machines and in the 2022 electoral process.”

“There was a possible security risk in the generation of the electronic voting machine programs due to the occurrence of computers accessing the TSE network during the compilation of the source code,” the text adds.

The turn of the Ministry of Defense again introduces uncertainty in a transition that is complicated first by the blockades of trucker routes and then by marches of Bolsonaristas to the barracks calling for a coup. The Minister of Defense, Paulo Sérgio Nogueira de Oliveira, answers directly to the military, hence the importance of clarifying the portfolio he is in charge of. He does not suggest a dissidence between the military and Bolsonaro, rather the opposite.

As LPO revealed, the military is playing a dangerous game of silences and signals that seems to seek to pierce Lula’s legitimacy, even before he takes office. And they do so despite harsh warnings from the Joe Biden administration that the United States will not accept a breakdown of the institutional order in Brazil. The text released this Thursday states that “the functionality tests of the surveys (Integrity Test and Pilot Project with Biometrics), in the way they were carried out, were not enough to rule out the possibility of the influence of a possible malicious code capable of to alter the functioning of the voting system”.

There was a possible security risk in the generation of the electronic voting machine programs due to the occurrence of computers accessing the TSE network during the compilation of the source code.

“There were restrictions on the proper access of technicians to the source code and libraries of software developed by third parties, which made it impossible to fully understand the execution of the code, which covers more than 17 million lines of programming,” the text continues.

Lula this Wednesday in Brasilia after meeting with members of the Supreme Court.

And it adds: “it is not possible to guarantee that the programs that were executed in the electronic voting machines are free of malicious insertions that alter their operation.”

“For this reason, the Ministry of Defense urgently requested the TSE to carry out a technical investigation of what happened in the compilation of the source code and an exhaustive analysis of the codes that were actually executed in the electronic voting machines,” he concludes.

After the release of the report, in a meeting with parliamentarians at the Cultural Center of Brazil, headquarters of the transition, Lula charged hard against the Armed Forces whom he accused of having “a humiliating role.”

“I don’t know if the President is sick, but he has the obligation to watch television and apologize to the Armed Forces for having used them, which is a serious institution, which is a guarantee for the Brazilian people against possible external enemies, which was humiliated, presenting a report that has nothing, nothing, absolutely nothing of what he accused for so long,” he added, directing the criticism more at Bolsonaro than at the military.

Sources with direct access to the military consulted by the LPO assure that “the position remains the same, it does not change. They are not going against Bolsonaro, nor against the TSE… the scenario does not change.”

The Defense Ministry’s criticism of the electronic voting system was going to be announced by Bolsonaro himself, but the President decided not to do so given the volume of Lula’s meetings in Brasilia, which shows the degree of progress in the transition.
